OBJECTIVES:

To primarily work closely with the Project Manager (PM) of a project under the Digital Agenda Stage 1 (DAS-1) to ensure sure that the IT Department (ITD) project would be delivered successfully and managed in a well-organized way, including the monitoring of its overall progress and status by providing project management support and administration services;
To competently support the program/project and allow the PM to focus more on delivering the solution, managing stakeholder relationships (including vendors), strategic planning, setting the direction of the program or project, overseeing adoption and change management, and managing the contracted vendors; and
To lead a team of other Associate and Senior Project Administrators as part of the portfolio support team.

SCOPE:

The Lead Project Administrator (PA) will be part of the project management support pool, and for the duration of the project assignment, shall report directly to the PM accountable for the project with an administrative reporting line to the IT Specialist (Portfolio Management) and Senior IT Officer (Portfolio Management) under the Director, ITPM. After the assigned project is complete, the Lead PA will either be assigned to a new program/project or released if no longer required. The time spent once deployed to a program/project shall be charged to the program/project’s budget, while costs incurred doing operational or non-project work shall be covered by ITPM (through ITD-AE Budget).

DUTIES AND RESPONSIBILITIES:

Works with the PM in: Developing the program or project’s plans, tracking progress and status against the plan, and ensuring information are updated;
Reviewing and understanding the project schedule to determine whether the scope will be delivered within the targets of the project;
Managing relationships with stakeholders and improving chances of adoption of systems through adoption and change management (ACM);
Closely following up stakeholders of action items;
Actively tracking risks, assumptions, issues, and dependencies, and takes preventive and corrective measures to bring the project back on track, including the timely raising of Change Requests;
Ensuring the project is guided by ITD’s Project Management Framework (PMF) and the Implementing Guidelines for Financial Controls (IGFCs for Special CapEx IT projects);
Prepares the following:Project Status Report (PSR) fortnightly, and Budget and Procurement Report (BPR) and ITD’s Procurement Dashboard monthly;
Presentation materials and minutes for the project management committee (PMC), project steering committee (PSC), executive steering committee (ESC), IT Data Committee (ITDC), and other pertinent stakeholder meetings; and
Artifacts required for health checks, IT attestation, and other project audit exercises;
Establishes and maintains the project’s collaboration site wherein all program and project documents and records are stored;
Develops and maintains the resource plan (including resource utilization, renewals, releases, engagements, etc.), and ensures that resource timesheets are up-to-date;
May seek the assistance of a PMO Support for the following scheduling-related activities:Developing complex project schedules;
Ensuring the integrity and update of the project plan’s baseline and that the published Workplan has the latest information;
Setting up the assigned resources and corresponding allocation of each resource to a project work plan;
Fine-tuning the activity and task details if needed;
Resolving cases of resource over-allocation in projects;
Transfers knowledge to other program or project staff and personnel as needed;
Leads the team of Associate and other Senior PA’s assigned to infrastructure and IT systems implementation programs and projects;
Performs other project-related work and outputs required (e.g., Portfolio support to peer review reports and PM artifacts of other projects).

QUALIFICATIONS:

Bachelor of Science degree in Engineering, Computer Science or related fields;
5+ years of Project Management experience demonstrated by a proven track record of success in multiple IT projects (preferably related experience in software solution delivery and/or IT infrastructure/network projects);
3+ years experience with SDLC (preferably with experience in using “agile” methods);
Preferably with experience as an IT project administrator or coordinator.

Technical Knowledge:

Knowledge of both theoretical and practical aspects of program and project management, including tools and techniques;
Demonstrated experience and expertise in planning and monitoring processes for IT capital projects, involving system development, integration, and implementation;
Proven experience in project planning, risk, and issue management, and people management;
Experience in working with technical teams and driving initiatives/work across multiple areas from a solution development perspective.

Soft Skills:

Demonstrated leadership skill since this role is expected to lead a team of other PA’s;
“Getting things done” attitude by following through on the assigned tasks with a great deal of autonomy while ensuring achievement of quality results;
Ability to manage competing priorities on an ongoing basis, preferably in negotiating priorities and resolving conflicts;
Strong analytical, detail-oriented, creative problem-solving, and communication skills (written and oral) with the ability to work within a diverse cultural environment.

Project Tools:

Proficient in project management software (preferably MS Project) and MS Office

Certification:

May either be PMP, PRINCE2, AgilePM, or CITPM certified
